
The phased compliance timeline — and why the clock is already running.
Tertiary treatment obligations under the EU Urban Wastewater Directive (2024/3019) arrive in waves by plant size. Plants above 150,000 PE face the first deadline in 2033, plants above 10,000 PE follow in 2036, and all remaining plants must comply by 2039. Because concept design, approval, procurement, construction and commissioning typically span several years, planning for the 2033 deadline needs to be underway well before then.
First wave: the largest plants must meet nitrogen and phosphorus limits.
Second wave: medium-sized plants reach compliance.
Third wave: all remaining urban wastewater treatment plants.
