Taking a municipal wastewater treatment plant offline for a tertiary upgrade is not an option — the receiving water cannot tolerate untreated discharge, and regulators will not permit it. Every tertiary retrofit must be designed for construction during continuous operation. This is standard practice and achievable for any plant size. Engineering Insight: The Tie-In Plan

The most critical document in a during-operation retrofit is the tie-in plan: it specifies the exact sequence of connections, which lines are shut down when, what temporary measures protect the remaining lines, and the rollback procedure if something goes wrong. A good tie-in plan is rehearsed as a tabletop exercise before execution.

For plants that cannot tolerate any risk of reduced treatment capacity during construction, temporary rental treatment units can provide backup capacity. These mobile systems are installed upstream of the construction zone and can carry part of the flow while a process line is taken offline for tie-in works.
